“Is the batter life up to 16 hours just on stand by mode or when in use? I feel like I may have deceived a defective unit because mine only lasts about 8 hours when in use and I use it on battery save mode with low brightness”

The 16 hour time is for video playback. Under "mixed use" conditions, it's rated at 13.5 hours. If you're only getting 8 (especially how you're using it), you'll want to contact the HP support team so they can troubleshoot the issue.
