Yes your mom can use it where there is a GSM network. I bought one for my mom in Ghana and all she did was insert her GSM SIM card and it's working as we speak.
Sorry, there was a problem. Please try again later.It works in Thailand, Iraq, Dubai, Cambodia and the US. Can't see any reason why it wouldn't work in the Philippines. Just add sim card and pay for minutes.
