“Is the USB-C on this hub meant to work like any other USB-C or does it have limited functionality? I tried plugging in a card reader and a phone charger into it and nothing happens. The other ports work. I'm just trying to figure out if its broken.”

At least on the chromebook this port is for sending power into the hub and charging the device. On chromebook the hub will not function without power
