This PC is running Fortnite for my son at over 200 FPS, out of the box. No special drivers loaded, or settings tweaked. Hate to say it but you may have a lemon. I'd personally contact Bestbuy about getting a replacement.

I'd check to see if iBuyPower has a client that monitors your internet like a Killer Control Center potentially interfering with connectivity. Giving the game full clearance on your firewall/various security programs could alleviate your problems. Are you running in a power-saving/CPU limiting mode? Have you tried uninstalling and reinstalling your graphics drivers? Do you have a CPU heavy program(s) constantly running in the background? Check your hidden icons drop-down menu/Task Manager. Are you using Google Chrome to stream on a second monitor? It's a memory hog, use Firefox. Are you using a second or third monitor to multitask? You might be using too much memory. Are you using a Bluetooth controller/adapter? I've seen issues with the Xbox One controller's bluetooth connectivity conflicting with graphics processes occasionally. Try using KBM. Does your BIOS recognize your GPU? CPU? Are they running at the correct temperatures and voltages? Are all of the components of the PC properly installed and plugged in? Do you have your PC plugged into a surge protector/wall outlet? Any other source could be limiting your PSU's ability to power your system.
