Yes it is able to handle a capture card easily and has enough power to do gaming and streaming at the same time with dual monitor set up.

If you plan to stream competitive eSports titles, it will run just fine. If you plan to play more AAA titles, it will have a harder time keeping constant high quality gameplay.
