Unfortunately, we are unable to provide a specific FPS number as that does depend on your game settings. As far as specs go, Twitch recommends having at least an Intel Core i5-4670 processor or its AMD equivalent, 8GB of RAM, and Windows 7 or newer. This PC exceeds the minimum requirements for streaming, but your live stream quality will also depend on your internet upload speeds. Making videos would be about the same, as many people use OBS to either live stream or record videos.
