All you have to do is enable Intel Platform Trust Technology (PTT) in the bios settings. This is equivalent to enabling TPM 2.0 using this gigabyte MB. I was able to install windows 11 after that setting was enabled. It may take a few restarts in order for windows to recognize the change.
