• You can add another 8Gb ram stick before you boot up. You can also put the new ram in the first slot.

• You should be able to add the ram as long as your pc is off. All you do need is one but you can add 2 8gbs of ram(that are the same) to have a cleaner look and the possibility of faster ram. Most places sell 2 sticks of 8gb ram for 60 to 100 it depends where you are getting it from.
