“Mine came with a MSI RTX 4070 12G Ventus 2X and the usage is extremely high at all times even while playing games at lower graphics like CS2 its always above 90%. How do i fix this”

Check to see if you have the latest NVIDIA software installed in your system, then check and see which programs are using more GPU than necessary, and close any programs that you're not using.
