• No, this cable converts your USB to serial. Not VGA.

• This is a serial cable. RS232. Not video.

• Hi, CC26. You can definitely use this Adapter cable for that purpose by making sure the USB goes to a SB port of the computer and then the VGA side to the third monitor. Cesar G. - Insignia Support
