“We'd noticed a water fill level on a "full" load is 3" below of plastic brim. It seems it should be more water, but on any setting it's the same. Is washer defective? Clothes getting tangled a lot... see pic for water level, (with 2 pairs of adult jeans)”

That's about the same as my machine. . . these are high efficiency machines, and they don't use as much water, but the clothing gets moved around a lot. . . I did 2 pairs of jeans, one pair if khakis, a dozen pair of socks and several t-shirts in a load. and it worked well. . . Your machine is not defective, but do be sure to use HE detergent and don't use too much. . . HE gives less "suds" and you end up with a cleaner load. Regular detergents can end up leaving soap residue in your laundry.
