“In the Wash step (before Rinse), the machine's cylinder only slightly turns clockwise and counterclockwise to wash the clothes. It seems ineffective and I don't see bubbles from soap. Is it supposed to be like this? Just making sure it's not defective.”

Mine does the same....that's what the new high efficiency washers are like - the soaps are low suds, my nearest laundromat has new commercial machines and they run the same with hardly any suds. My clothes are clean when I take them out of this washer.
