It uses a 'lite' version of GPS that uses nearby wifi signals and limited GPS signals from satellites. Not to get too technical, but, you need multiple satellite signals to get a good fix on location, this doesn't have that. I suspect it only picks up one signal. You don't, technically, need cellular or data plans to use GPS, but this 'lite' version of GPS does require wifi to be useful (which this does have, of course). So, it's 'kinda' there, but, if you're planning on using this in your car without data (like, from your phone's hotspot), it's gonna suck or not work at all.
