If you click on the link for the quick start guide, and look in the table for this model, you'll find that when using only one port for output, it can operate in PPS (programmable power supply) mode for 3.3V to 21V at up to 5A but limited to 100W max. Therefore, yes to your question. And no, I have no explanation for the previous "official" answer from Insignia that completely failed to understand your question -- it's truly embarrassing.
