That would depend on the TV and the receiver. If you have RCA out for TV sound and RCA in on your receiver than you could use this.

Yes it will work, but i see you have a optical port, you should use that, unless your TV and sound bar have HDMI arch, its the only way to truly get Dolby + or ATMOS.
