No, its one container with a divider in the middle. It has two top insterts that hold you bags in place that are installed before putting on the lid. You will need to use a bag on each side of the container.

You could purchase a pail with the same touch free open option for less money. You’re paying extra for the duel sided pail. Just my opinion though
