• If you have RCA cable connectivity on your TV ( white and red output head cnnectors on the back or side of your TV ) or headphone`s output connector, yes indeed, will work

• It doesn't matter whether it is a smart TV or not. Your TV just needs to have either an optical audio output or what is referred to as an RCA jacks output. My TV is not a smart TV and it works good.
