The Insignia LED TV 19E310A13 does not have Bluetooth capabilities if that was what you were wondering you could use it with. HOWEVER, these speakers are still normal speakers that accept audio in from the tv's audio out (via an auxiliary cable). Since they are desktop speakers, they use an auxiliary input versus standard home-theatre/entertainment speakers than generally use the red/white (although some may have aux too). Anyhow, yes they will be compatible. These speakers should already have a green aux cable built in that you'll plug into the back of your "audio out" port on your TV.
