Nope. This must be grounded to work as designed.

Please try again later.It would all deppend if the apartment has ground wire run to behind the outlet, only way to find out is to remove current outlet and see what's behind it. They can very in color but HOT wire is black sleeve, COMMOND wire would be either white or sometimes black sleeve. Your GRPUND will either be green sleeve or bare copper wire so if you don't have that then it wouldn't do anything even if you have a 3 prong outlet.
