• it's a 4.2v yes it can charge it fast with no problem

• As long as You've got the correct USB to most current USB connecting cord, it should work.

• No it cannot fast charge a Samsung Galaxy S7; it has normal USB 2.1 fast charge but not the Samsung USB 2.4 quick charge and Samsung has a special powerbank especially made for the Galaxy S7 but the MAH is only around 5,000 and not the 20,800 like this Insignia powerbank.
