Any computer can format a drive. Right click and find the format option. You might need to google how to use Administrative tools if that does not work. Those are tools in Windows. Easy to use.

For more extensive options, go to " Disk Management" through control panel and you will have a wider variety of format and partitioning options.

If the hard drive came out of another OEM machine then you might have to do a couple more steps like deleting the protected OEM partition using dos command "Diskpart"
