• It may physically fit but the hard drive would have to be formatted to interface with the Dish receiver and have whatever programpreinstalled ahead of time. So yes it's possible.

• This cable simply allows a USB type A device to communicate with a USB type B device. If your DVR and hard drive have those types of connections, this cable will allow you to connect the two of them. If those types of devices can communicate with each other is a question better answered by Dish, as it is their equipment.
