yes - if you have a 'normal' USB adapter to plug into 110V outlet or cigarette lighter, etc. and the other end should connect to your new iPad Pro if it requires USB-C. Technically, it is an USB-A to USB-C cable.

The reason he would use it to sync genius is because this cable that he's asking you about has a USB A end that goes into any computer on the A End, whereas the C end would be connecting on the iPad Pro C side itself. He's not going to use the electric cube to sync now is he? Lol It was a simple part to a simple question.
