“I have an insignia ac unit and when the ac kicks on it’s like the fan fluctuates in speed. Does anyone know why it would do this? It started doing this after I moved it to downstairs.”

Most likely in response to your home's overall electrical power surge when your AC activates. This seems to be fairly normal - as long as your circuit breakers do not trip in the process.
