It only circulates inside air. The exhaust hose is used to remove the hot air caused by the condenser. It's literally the hot air being removed from your home. It should be noted that the vent blowing air outside causes a negative pressure in your house. This technically means hot air will enter your home through other areas, but most homes have a fresh air vent located somewhere in the home. Think of it like a fireplace it's going to make the room it's in hot but the fire needs oxygen so it will pull cold air in from somewhere else.

It's going to take air from that tube meant to be placed onto the window air that feeds into the machine will come from that tube
