Resolution basically refers to the number of pixels that can light up on the display. 720p means 1280 x 720 pixels or 921600 total pixels. The screen cannot light up more pixels than it physically has so it will max it at 720 regardless. When it shows 1080 that's just telling you the source is 1080 but the screen does not have enough pixels to display 1080 so it still displays 720. There is no upscaling. Upscaling can only happen if the screen you have has a higher resolution than your source. For example a 4k screen and a 720p source. Upscaling does not work in reverse. TLDR: It will not upscale to 4k if you attach an apple tv. It does not actually display 1080p when you connect the roku.
