• Yes you can use it as just a charger as it does come with a power supply for that purpose. Only one of the ports is 3A, the others are 0.5A ports. Be aware that the full capacity is 3.5A so if you have a device that truly pulls 3A in the high power port the other ports will have diminished capacity.

• yes you can. since it has an external power supply it's perfect for that. i use it to keep all my game controllers charged.

• Yes you can charge any usb 2.0 or newer device with this hub. If you are using it with a laptop I would highly recommend that the laptop is plugged in as well as the hub itself. Although either being plugged in should suffice.
