You can get away with a fairly cheap card for this purpose. In fact, you may not need a video card at all. The latest generation of Intel GPUs that come built-in on most CPUs have quite good support for the latest codecs used for 4K video. A 7 or 8 series low power processor (65W or below) can do 4K playback pretty well and go in a very small case well suited for an entertainment center. If you want something better and gaming is not an issue, the lowest cost choice would be the Radeon RX550 or Nvidia 1050. You can probably find the AMD based card cheaper. This is a somewhat updated entry level version of the previous generation and should be able to handle any 4K playback task.
