“Is the blue light suppose to be on at all time? I just recently moved the small freezer from one spot to another and the blue light has not turned back on.”

the blue light indicates the power is on. If your freezer is running and holding temperature, I don't think it would matter if the light is in or not. You'll have to be more vigilant to ensure the freezer is running ok.
