“I'd like to put this freezer in a small room underneath my stairs. There is not an air vent however the temp is the same as in the house. I would put a small fan to provide air circulation. What's your thoughts?”

If there is not any ventilation in the room, I would not recommend it. As long as the room is not completely closed up, you should be fine. If the freezer is enclosed in a small space without ventilation, it will get pretty warm in there and then the freezer will have to work harder to keep items frozen and you electric usage will by higher.
