Yes, when it is completely charged all 4 blue lights will be solid and not blinking.

A blinking LED would indicate that the unit needs charging. Once it is charged you should be able to press the battery indicator button to see how charged the unit is. Each LED that emits when that button is pressed represents 25%. IF the lights are constantly blinking, I would recommend taking the unit into Best Buy with the receipt, to the Geek Squad counter for warranty evaluation.
