“I purchased the latest 5.1 vizio soundbar and it is not connecting to this TV through HdmiArc, or optical. The soundbar works with Bluetooth devices like my phone but not picking up sound from the TV”

Try this: Go Home > Settings > Display and Sounds > HDMI CEC Device Control and turn ON; then Home > Settings > Display and Sounds > Audio Output > Turn TV Speakers OFF and Select Digital Audio Format Auto.
