The plastic piece is there in order to tuck the controller wristlet away. It can be removed with a small screwdriver.

Please try again later.Jeremy Parish at US Gamer hypothesized that since the cord is compatible with the Wii Remote as well, that the clip - which is designed to work with the Wii Remote wrist strap - may simply be a Nintendo requirement for accessories that can be used with the Wii Remote. That seems like the most logical answer since just about every one of these extension cords has the clip even though it is unnecessary for its intended use, although we will probably never know for certain.

Chances are that these cords were made for the Wii but because they're compatible with the NES Classic, they changed the packaging and are now selling them as NES Classic accessories. The clear clips serve no purpose at all for the NES Classic.
