• Don't know about dock throughput, but it does support 4K. I'm running 3840 x 2160 from my Surface Pro 3 to a 55" Samsung UHD Smart TV. Looks great!

• This cable supposedly only supports enough bandwidth to carry 1920x1200 (whereas 4k is 4096x2160), so you will certainly not be getting it all. It will however plug into your Surface Book's mini DisplayPort and/or one of the mini DisplayPorts on your Surface Dock, and the image quality will still look great
