“Does the cooker delay it’s start time as the cooker builds pressure and only after it’s reached the correct pressure level it then begins the time you’ve entered?”

I have only used the cooker once so far. It does not start the countdown until after the pressure is reached.

Yes. While the pressure cooker is building pressure the timer does not start. When it's ready, the timer starts. Once the time is finished, some recipes require the pressure to release naturally. Others require you to use the release valve.

Yes, the timer starts once it reaches pressure. Usually takes a few minutes.
