It IS both, at the same time. It needs a NEMA 10-30 receptacle, which is 125/250V, 30A, 3-pole, 3-wire, ungrounded (pre-1996 national electric code), OR a NEMA 14-30 receptacle, which is 125/250V, 30A, 3-pole, 4-wire, and grounded (1996 and later national electric code). The heating element uses 240V, while the motor (usually) and control and lights use 120V. This is how all but little portable clothes dryers are connected.
