“What does it mean when only one light is blinking when you're trying to charge it”

it means ~ that the portable charger is "charging" & the capacity of it's charge is less than 1/4 battery; when it gets to 1/4, the light will stay lit, becoming "solid", then the 2nd square will start blinking. As each square becomes solid, in succession, you are re-gaining (quarter by quarter) 100% full battery charge. in other words, it just means that your unit is charging & it shows the level of charge that it is currently "working on". when all 4 squares are lit-up & not blinking, you're "good to go".....
