A: it means ~ that the portable charger is "charging" & the capacity of it's charge is less than 1/4 battery; when it gets to 1/4, the light will stay lit, becoming "solid", then the 2nd square will start blinking. As each square becomes solid, in succession, you are re-gaining (quarter by quarter) 100% full battery charge. in other words, it just means that your unit is charging & it shows the level of charge that it is currently "working on". when all 4 squares are lit-up & not blinking, you're "good to go".....

A: fyi: you have to charge-up the portable charger (100%) fully ~ before you attempt to use it the first time. this will set the portable charger's battery-life memory to it's full capacity. it took my portable charger quite awhile to charge up, fully, the first time I charged it (by plugging it into my desktop computer's USB port ~ the computer has to be on/running in order for this to charge-up your portable charger) plus, you have to wait until "all 4 blue squares are lit up & not flashing", for it to be fully charged. after that, you should be able to use it all day & not have any issues. try it again ~ just make sure that it is "fully charged" before you try using it to charge your cell phone or other devices. note: I have noticed ~ the portable charger appears to charge 1 device (alone) a bit faster than it will charge 2 devices (together), but that is merely conjecture, on my part & not a proven fact.....
