Yes, I used it in New Zealand and India. Both countries have 230V.

No, this is rated for 120 and 20 amps. The biggest issue with this plug adapter is that it has no male ground pole. I tried to use the Insignia All in One Travel Adapter for a new microwave oven that had a European plug. The adapter excepted the male plug but only extended a 2 prong male plug at the other end. The microwave would not work without the ground.
