You put the band around your wrist and the alligator clip you place somewhere on the metal case of the computer. It is used to discharge static electricity when touching small computer parts or chips, as small amounts of electricity can be detrimental to computer component.

The wire with the alligator clip is connected to the button connection and the alligator clip is connected to your case or power supply( the power supply should not be plugged in.) so that it makes a good connection. This ensures your electronics do not get fried by static electricity.

When installing a graphics card or ram in a pc you can shorten the life of those components with static electricity, and though it has never happened to me I understand at times destroy them with static electricity.
