It does! The Microsoft batteries charge just as quick and last just as long when charged using the device. The only difference is the insignia batteries have indicators on them to tell you which way to put the batteries in. The Microsoft ones don't so you'll end up putting them in a few different ways before they lock into place.

Plug and play were meant for the official Xbox batteries which are not NiMH batteries. Although, for the price and how well they work and they last on average 10 hours per charge, and you get two of them, it is well worth having as a backup. I use them and my son uses them. I have both too, and I wish this was available before I wasted my money on the others...two diff sets...hard to charge. This is exactly what you need.
