This device will give a computer Bluetooth functionality. Connecting with a phone will depend on Bluetooth profiles and restrictions built into the phone. In terms of configuration, any setting changes would be done in the computer settings.

Depends on what kind of phone but on some, yes. An adapter will be needed for any of them of which it is possible. Drivers on the other hand may be pretty difficult to find.

I don't know if it's configurable, but I was able to connect by Samsung Galaxy S4 to my laptop via bluetooth with this adapter. Didn't really try to do anything with the connection, I was more just testing that the adapter was working at that time.

It works great with the Galaxy 5s, but it never really worked good for my iPhone 5, I read a few posts that said Apple hasn't released any drivers to allow connectivity to Windows PC's. I don't know if that is true or not but I was never able to connect an iPhone to any of my Windows PC's except thru the lightning cord and had to use iTunes.

No it will not connect to a cell phone as a matter of fact this is a huge piece of junk and doesnt work with much at all.stay away and try something else.
