That is a correct statement, Yes if you have a free USB port, it will give you Bluetooth connectivity up the 4.0 specifications allow

Yes it will turn a non-Bluetooth pc into a Bluetooth pc. Have it in my custom built pc and downloaded the software and it takes a minute or two to connect and work and sometime have to tinker with my audio settings on my pc but it worked. If you can download the software on your tablet I don't see why it wouldn't. I'm running windows 7.

Normaly the drivers are already installed on the dongle but if this is not the case use the link above for your hp pavilion and also search around on Hp website for your bluetooth drivers for Hp stream 8
