I don't know of any phone that has a full USB slot built in to it. This plugs into your computer to make your computer Bluetooth. Your phone is most likely already Bluetooth compatible without the need for this.

However I will try to give you the best answer anyone can with the information you provided. When a radio says it is bluetooth ready, there are many levels of bluetooth for radios, 1 is just media, streaming music. The USB port on the radio generally is only for USB Flash drives or possibly phones to allow it to access the storage on the device to play audio files. So no this would not do what you are asking.

This would need an operating system smart enough to handle the drivers needed to power it up and talk with it. If your car radio did not come with bluetooth and they do not offer an add-on for it, then you would have to buy a new one.
