Since this Bluetooth Adapter requires a driver to be installed on the PC, if you lack administrative rights on the computer there is a high chance that it will block the driver's installation. My best advice for you would be to contact your IT department in order to check if they can install the device for you or what other options they have for you for Bluetooth connectivity.
