• No it will not extract audio from HDMI-ARC output from TV. I tried it multiple ways and am returning the device to BB.

• Yes, it will work for that application. I hooked my laptop HDMI output to the adapter and ran the RCA cables to my several years old SONY Bravia XBR 55 RCA inputs. The audio and video came through ok. Not the best resolution, but watchable for a YouTube video.
