• Yes u can if ur monitor can handle the resolution. If it can’t then then screen will be blurry.

• If your Dell monitor has a VGA connection, then yes. All you have to do is connect the HDMI cable to the adapter, and then use the computer monitor cable (VGA) from the adapter to the monitor.
