• I leave 2 sets of joy cons on the charger at all times and have not experienced any issues.

• I don't see why not. The charge won't be going anywhere since it doesn't plug in necessarily to consume energy. There is a small, small, small, small chance that it could short (TAKE THIS LIGHTLY! I could be completely wrong!). Cheers!
