• Apple's Find My combines local Bluetooth with internet to transmit the location. As long as it's within Bluetooth range of a Apple device that supports Find My, it'll work.

• You can know it's nearby and cause it to play a sound if you are in bluetooth range. Otherwise, any nearby compatible Apple device (owned by anyone) that sees it in bluetooth range will update it's location with Apple and be shown in the Find My app.
