• Works as soon as you plug it in so. I would equate that to active ..... I guess.

• The device is both. It is active connecting to your computer, but passive when receiving the connection from the projector.

• If I understand your question correctly, it's passive -- you plug the VGA cable in one end and connect the other end to your device (in my case, a Surface Pro 4), and it works. That's all the action necessary.
